build against 2.3.21 dovecot version

Currently the plugin does not build against the 2.3.21 version of dovecot, this is due to dovecots internal api change for doveadm and dictionary. Additionally the macro definition change. DOVECOT_PREREQ they now also use the bugfix version so its 3 instead of two params.
