No logs when my plugin has ISO-8859 characters

Hi,

It seems there is a problem when my plugin uses another charset than utf-8. When the plugin does that:

• nothing is logged in centengine.log (when it should. There was a change state)
• nothing is in 'logs' database table also (so my dashboard are wrong)
• i have the status and the good output in 'services' database table

I know this issue is older than dirt... but do you have a simple way to reproduce this bug ?
