concepts/tracing: detail the types of sampling

As per the spec, we need to detail the types of samplers since they are cross language except for rate-limiting sampler that hasn't yet been implemented.

@hvent90 and I discussed this about 3 weeks and are working on it with the upcoming website revamp but for now we can add these in here.
