Consider adding logging or alternative ways to give visibility to dropped data

This originally came from trying to use the example from opencensus-service. Currently there is no way to get information about dropped data, this can be an option to add some logging or some other way to make this visible. See https://github.com/census-instrumentation/opencensus-service/issues/455
