On-device blocklists import

Today, a lot of users have faced pain with failing on-device blocklists download ever since we moved to using the DownloadManager.

Either the code right now is very buggy (likely?) or DownloadManager has hard time being contained within a VPN (likely?) or downloads over Tor don't work, at all (likely?).

While we continue to fix issues with RethinkDNS' use of DownloadManager, a way for users to load blocklists by downloading it off-the-app and then importing into the app must be provided...
