Never idle / persistent connection mode for WireGuard

Send Ping every 30s or so (if the device is NOT locked or if the phone isn't in sleeping / dozing / low-power states) for the next X minutes (or forever) to keep WireGuard from idling.

While I'm streaming it happens quite often : Like even on 4K , It preloads a lot of content and then go to idle state but when its time I catch up to the preloaded content , It buffers and buffers continuously and does not return to active state from idle automatically many times (It does return some times but not always and that causes me to go and manually fix that which is quite annoying)
