ChromeOS: Always-on VPN

It doesn't work on ChromeOS.

Sorry, we do not have ChromeOS to test this. If you're comfortable and know how, will you put Rethink in Very verbose mode from Configure -> Settings -> Logs and capture output from adb logcat at exactly the time from when this issue happens (assuming, adb logcat works fetching logs from Android apps on ChromeOS).

I can't change slider to on. Slider is non-responsive. Like such option is not possible at all.
