Cross-device restore results in undeletable WireGuard configs

A user says,

just moved phones and I can't remove the old wireguard configs. They also don't connect. How can I clear these out?

I was able to add a new config yesterday and it worked until the VPN (rethink) link ran into issues and needed to be restarted. At that point the proxy connection was stuck in a starting state. I couldn't disable the config or re-enable others. I did an uninstall and reinstall of rethink this morning and got everything reconfigured. So far everything is working as expected.
