Include the sourcify-publish script in the contracts release process

Pending the script working correctly.

Expected Behavior

Smart contract source code is automatically verified with Sourcify as part of releasing contracts to a production network, using yarn sourcify-publish in the protocol package.

Current Behavior

The yarn sourcify-publish script hasn't been fully tested yet and is not a part of the release process.
