Protocol Technical Documentation

We need to fill the gap between Ethereum and Celo; have a proper technical documentation.

Things to document:

  • Changes over ethereum spec.
  • EIPs we include, and which we don't
  • Network Protocol (istanbul) message codes and mechanics
  • RPC changes, additions & Deletions
  • Discovery protocol changes
  • Validator connections through static nodes
