Repeating an import

We can currently repeat an import that doesn't create a loop this should be an error according to section 2.2.3 of the specification. Where you are not allowed to import the semantically equivalent CellML infoset. This doesn't only apply to cycles it can occur when importing the same infoset from a different location.

I'd consider Masqurade role instead as its a better fit for what actully needs testing (user roles and role combinations) and is a bit more lightweight.
