Add ability to mark DA included using inclusion proofs

Currently, the DA included field for a rollup block is only updated once a node sees it on the DA layer by scraping the DA layer itself.

However, this isn't ideal always especially when a new rollup full node is syncing from scratch after the DA layer has pruned the rollup block data. We should add the ability to mark rollup blocks DA included also if a DA inclusion proof is received so rollup full nodes do not run into this problem.
