op-node: sync is slow

When I try to resync the rollup by doing make testnet-down then make testnet-up, op-node seems to sync at a much slower rate than blocks are being produced. The "advanced bq origin" seems to be syncing new blocks pretty slowly.

Potentially related to proposer stalling.
