Reduce sampling window and pruning window to 7 days

We have two CIPs going through the review process that once confirmed set to reduce the bridge node data pruning window to 7 days + 1 hour and the light node sampling window to 7 days (alongside the trusting period which should match the sampling window). These changes need to be reflected in this repo. They should be staggered: the first release to lower the sampling window and a subsequent release to lower the pruning window.
