EPIC: PFD Refactor

While there is still some discussion as to when and what we will refactor, there are a lot of potential things that we could add or change about the app that would make it simpler and more useful. There's a possibility that we essentially re-write the app entirely based on the ideas presented in #835 using square size independent commitments for PFDs (https://github.com/celestiaorg/celestia-app/pull/835#issuecomment-1284801557).
