Implement RanLuxPP random number generator

The RanLuxPP random number generator can be found here: https://github.com/apt-sim/AdePT/tree/master/include/AdePT/copcore/ranluxpp

This needs to be implemented into Celeritas, conformant with Celeritas coding standards, and tested.
