Muon collider/CLIC integration

This is the primary tracking issue for integrating Celeritas with the simulation workflow for future muon colliders: the international muon collider collaboration and US muon collider. Starting point for detector: CLIC and similar. The primary Celeritas contact points are the "assignees" to the right.
