strange previllage error

everything work well on composer.phar install command but before assets install web this error occer.

[Symfony\Component\Filesystem\Exception\IOException] Unable to create symlink due to error code 1314: 'A required privilege is not held by the client'. Do you have the required Administrator-rights?

this is first time i m seeing this kind of error.

i m on windows 7 and have administrative rights.never had this kind of error with symfony before
