shine says "tuning applied" but tuning is not enabled

Hello,

When tuning_file is not specified in shine.conf, tuning is not applied on nodes but default tuning file is synced and message "tuning successfully applied" is displayed.

This behavior makes us think everything was ok but in fact tuning was not applied at all.

This is not really a bug. "tune" command is applying tunings based on:

• tuning.conf
• tuning rules automatically generated like for quotas.

So, in this case, tuning were applied, matching what was settled in shine.conf
