i18n support

Following this request, i18n support is wished to get Modules messages translated in non-EN languages.

Should leverage the message catalog functions of Tcl (msgcathttps://wiki.tcl.tk/1488).

@Ricky-Tigg Contribution protocol is detailed in the CONTRIBUTING.md document.

As said above, this development should leverage msgcat procedures. A dedicated non-regression test script should be added in the 70-maint testsuite section.
