Bug: comments created by non-bot PATs do not get deleted

Summary

If a user supplies a PAT tied to their account, the action's comments are not deleted because of this filtering: https://github.com/cds-snc/terraform-plan/blob/948777d469818d214fd3cab3888fc03a7f3f5eed/src/github.js#L172

We should support the delete of non-bot created comments.
