Add Route53 health check and alarms to validate site is up

Summary

Currently we only have health checks from the CDS status checker, which performs a health check every 10-15 minutes.

We should add Route53 health checks and CloudWatch alarms on these checks so that we have health checks every 30 seconds and are alerted in our ops channel if the site goes down.
