Action.resource type is inconsistent with types specified in the description

In the Action table, the resource type is an object. However, the description discusses that the type can be a new FHIR resource (consistent with an object type) or it can be the "...id of any resource..." (not consistent with an object type). For the latter, how is this intended to be represented in object form?
