Cannot run in Windows 10 Pro

Hi, I tried loading the rig.com file (https://github.com/cdrubin/rig/releases/download/0.2/rig.com) and running it on Windows 10 Pro. It only starts a terminal window but after waiting couple of minutes nothing happens. I tried loading localhost:8080 and 127.0.0.1:8080 in the browser but the page does not load.

I also tried changed the file extension to .exe but after running it Windows 10 said rig.exe might be a trojan(Script/Wacatac.B!ml). Hopefully this was just a case of "eager heuristics" as in here (https://answers.microsoft.com/en-us/protect/forum/all/overly-eager-heuristics-for-trojanwin32wacatacbml/6f2a72f3-3978-48ac-9fb7-fbe82c686ae3).
