Unable to load class 'javax.xml.bind.JAXBException' with Java 8

I have exhausted all my resources debugging this error. Has anyone else experienced the Unable to load class 'javax.xml.bind.JAXBException' build error? I have researched switching Java Runtimes with the JetBrains Choose Runtime plugin. I can assure you I am running Java 8 and all other projects are running normal. Great sample app would enjoy running shortly.
