Similar to https://github.com/cdklabs/awscdk-asset-kubectl/pull/546, and https://github.com/cdklabs/awscdk-asset-kubectl/pull/860, this PR adds support for : Helm Version: 3.16.1 Kubectl Version: 1.31.0 （current version in eks kubectl download page)
