Remove xerces

During deployment I get warnings about xercesImpl. While one option is to upgrade a longer term option would be to try and replace it

Main usages are cdk-dict and pcore, so should be easy(ish) to remove.

I think also cmlxom>xom>cmlxom which is harder to remove.
