Adopting Code of Conduct for CDF

CDF doesn't have the code of conduct process documented.

This issue aims to start a conversation around adopting a Code of Conduct process so it can be shared within the CDF community as well as with the project communities that do not have Code of Conduct process documented.

A draft pull request is sent to foundation repository to start the conversation.

Just found out code of conduct is available in .github repository: https://github.com/cdfoundation/.github/blob/main/CODE_OF_CONDUCT.md

The code of conduct documented by the PR referenced above will be replaced with the one from .github repo which we can discuss further under that PR.
