Document the responsibilities of SIG Events vs CDEvents project

We need to document how the responsibilities are to be divided between SIG Events and the CDEvents project.

Once the governance of the CDEvents project is defined and up to speed, I'd say we should move the vocabulary discussion meetings and docs from this repo to the cdevents org.
