✨ Move Evaluation Scripts from Python Source

What's the problem this feature will solve?

At the moment all evaluation scripts used for papers are packaged with the Python source code. Since this is not really a part of the QECC tool, it would make more sense to move such scripts to a top-level folder.

Describe the solution you'd like

Move benchmark files to top-level folder and add documentation on how to run them.
