ccxt Add CoW Protocol Exchange Integration

Summary This PR adds full support for the CoW Protocol decentralized exchange (DEX) to CCXT, enabling gasless trading with MEV protection across Ethereum mainnet, Gnosis Chain, Arbitrum One, Base, and Sepolia testnet. CoW Protocol is a batch auction-based DEX aggregator that provides best execution prices through solver competition, with zero gas fees for traders (solvers pay gas).
