This issue runs deep as fuck One liner: the problem is the movement ack handling, either on the initial step (we are not sending the correct sequence to the client)...

so, why does the db update work? cause Creature::UpdateMovementFlags smashes SetCanFly on each update tick if the creature is on air. auras, ack, anything can remove it, but the next...
