Add 'baseurl' configuration to N9E

What would you like to be added: 添加baseurl当使用非独立端口部署的时候会导致n9e内部资源文件的访问地址不正确，如： http://127.0.0.1:17000/n9e 这样的地址进行访问也无法正常访问 Why is this needed:

嗯，产品一开始没想支持这种情况，其实也可以优化这个逻辑，不过优先级不高短期暂无计划
