Permission denied errono 13 Windows 10

Hi

When i try to run it on Windows with CMD Admin or CMD as normal it get the following

Python run.py F:\ C:\OutPut

It fails at Line 24 F = open(sys.argv[1], ‘rb’)

PermissionError: [Errno 13] Permission denied ‘F:\’

any idea why ? Permission look ok by the following icacls “F:”

"F: No permissions are set. All users have full control. Succesfully process 1 files; Failed processing 0 files”

Any ideal why ?
