Settings do not open in Safari on macOS

Clicking the settings button in the preferences panel in Safari opens a new tab that then shows the following error:

Safari cannot open the page because the address is invalid.

Safari version: Version 16.5.1 (18615.2.9.11.7) macOS version: 13.4.1 (22F82) Consent-O-Matic version: 1.0.12

I haven't been able to reproduce this behaviour, but I have the same software versions. Would you be able to say a bit more about the things you've tried to solve the issue so far (e.g., reboot, reinstall)?

I'm having the same issue. I have tried rebooting and reinstalling, followed by rebooting again.
