Enhancement: Ignore certain animals or barbarians

Consider my current game, with several birds trapped on top of peaks. The peaks are unreachable, the birds are trapped for thousands of turns.

ignore_barbs_or_animals

This makes it impossible to set dogs (or other units) to "sentry" as the trapped animals will trigger awakening every turn.

I humbly ask for a feature to ignore these birds in some way, because now it is not possible to set a warning for criminals entering my lands.

Or have them die after 250 turns inside cultural borders...
