Orientation conflict tracking issues

We do cycle prevention and ensure that no new colliders are introduced in the NonCollider Rule and save the orientation conflict as metadata on the affected edge. However, it may be that some actions have not been applied yet when we check. We need to check that. Also, we need to do the check and track the orientation conflicts for all other orientation rules as well.
