Update doc for how to build metadata / data downloader

After reading the docs in https://github.com/causify-ai/cmamp/issues/12067 we want to:

  • Standardize how we download data / metadata
    • The best approach is to create some base classes with the interfaces
  • Document the interfaces / protocols
