Move code to lib for buildmeister dashboard

  • We have dev_scripts_helpers/update_devops_packages/notebooks/Master_buildmeister_dashboard.ipynb.
  • We want to move the code from the above file into Master_buildmeister_utils.py and update.

FYI @sonniki @gpsaggese Can pass this up to intern for a quick task.
