Update server issue doc and convert to md

I think it would be nice to add it to our Markdown docs collection.

• Someone who is an expert should go over it and update it (it currently contains references to Telegram, ex-team members, maybe something else that is not relevant anymore)
• Then it needs to be converted to Markdown
