Is this project still active
Since there have been no commits for a few months, I start asking myself, whether this project is still active. And another question is: does this still work on the latest Plasma version (5.27)?
I still use it on my system
Operating System: Garuda Linux
KDE Plasma Version: 5.27.5
KDE Frameworks Version: 5.106.0
Qt Version: 5.15.9
Kernel Version: 6.3.6-zen1-1-zen (64-bit)
Graphics Platform: Wayland
Processors: 12 × AMD Ryzen 5 5600X 6-Core Processor
Memory: 31.3 GiB of RAM
Graphics Processor: AMD Radeon RX 6700 XT
and it mostly works. Sometimes get a few crashes but they have been very rare lately
This does work in 5.27 and the creator has been silent like this before on this project. They are still active on github though

Another question, which is rather subjective. Do you think it's worth buying wallpaper engine? I don't exactly know how well it will work with this plugin or whether there is other Linux software for this, that works well. I'm also not sure how happy I'll be with the results.
It's great for windows, and works OK with KDE. Some things don't work on linux, like any wallpaper that uses an EXE (which are very rare), and you may get some issues with rendering certain wallpapers. Very rarely you can crash plasma with a wallpaper, but that is usually fixed immediately if you unsub from that wallpaper. Just keep steam up when testing wallpapers so you can unsub if there is an issue. Lastly, settings for wallpapers are NOT editable, so if you download a customizable wallpaper, the default config is what you are stuck with.
Personally I really enjoy wallpaper engine. It does a lot of things that the other linux wallpaper programs can't, but it isn't perfect on linux. It also uses a bit of your GPU (not a game breaking amount, but enough that certain games will slow down if they are extremely gpu heavy) so keep that in mind.
Lastly, if you have an android phone, there is a free wallpaper engine version for it, but you need the desktop version to transfer wallpapers to it, and that feature only works on windows. (You need access to the GUI, which is broken on linux)

gui isn't broken on linux though, i've tried it with proton 8 and it worked fine

You can extract the wallpaper files (actually just some zip archives) with the GUI, copy them to your phone and import them to Wallpaper Engine for Android.
