Please focus the issue in that specific problem: the lack of an error when a tweet is sensitive and there isn't any user logged in.

@hextor1 use a hosted rotating proxy (i know webshare.io has this, and probably others) or modify cobalt to allow rotating proxies by itself.
as far as I can tell, it's not possible to get liked tweets at all now. there was an exploit with an old twitter or tweetdeck api, but it's gone...
i'm sure you know this already but this seems like a semi-randomized arkose labs challenge (something like a recaptcha.) maybe twitter-scraper could provide the facilities for a user to hook...
