Feature: new action - modify course enrolment

an Action that modifies course enrolment could be useful - either to enrol the user to a new course, or to change the enrolment for an existing course.

This comes from an unpublished remote learner plugin that has some similar ideas to the tool_trigger plugin: https://github.com/brentboghosian/moodle-block_eventsengine

If we add steps that update data inside Moodle, make sure to add RISK_DATALOSS to the plugin's access.php. :)
