Decouple timeduplicated from timemodified

timeduplicated should be the canonical time the file was duplicated. Currently it appears to be getting bumped when a file is uploaded to the system with the same hash, leading to apparent replication deltas of days and weeks. These should be decoupled, especially as deleting from cloud storage is disabled by default
