Failing grace mode will still show pending in the Debug mode table

Very much related to #285 but the inverse. Also experienced that users locked out with grace mode did not show up in the locked users table. Resetting the grace factor for these users did not change anything. A workaround for extending the grace period from 1 week, to 4 allowed these users to pass the factor.

This did not effect new users as they were not impacted by the grace lockout.
