SMS factor notify when password is changed

Not strictly related to the factor, but once your phone is setup and confirmed, if your password is changed then just an fyi to your phone. Put behind an admin setting

  • [ ] admin flag for the sms factor
  • [ ] watch for password changed and / or password forget / reset events and send a text
