Have option for iprange factor to be an input factor or not

eg for some setups you might login with mfa to happen via a vpn. In this case the ip factor is actually actionable, ie if you are not on the vpn then you can connect to the vpn.

In this case it would be better to instead of failing that factor turn it into a has input step, where it would prompt you and say 'please connect to the vpn to continue'. You then connect to the vpn, and retry and it would let you in. It could even do some ajax poll and detect the network has changed and progress you without actual input in the web page.
