Create a new post wash cleaner which replaces prod url with the url of the env we are cleaning into

ie a more useful version of cleaner_replace_urls

This could actually do a lot of the pre-calculation before hand on prod to know what tables and columns have content in them so it only needs to do the bare minimum at post wash to be super fast.
