As the Catalyst Network I want to provide a market place for buying and selling storage space on DFS

This epic is to implement a DFS storage market place into Catalyst.

Nodes will need to be able to do prove the amount of free storage they have available to sell to the network. Nodes must be able to prove they are hosting a given file for a period of time. Nodes must be able to put their sell bid Nodes must be able to set their buy bid The network must be able to deduce a mid-market rate for buys and sellers A buyer must be able to send a buy transaction to be able to purchase space for a period of time at the mid-market rate.
