Move splink model configurations to Dagster UI

When I integrated the EIA-FERC1 splink model into PUDL I put the model configuration (blocking rules and comparison levels in a separate module (pudl.analysis.record_linkage.eia_ferc1_model_config.py). When we create the EIA-SEC splink model it would be great to move these model configs into Dagster configuration so we could set it through the Dagster UI, and keep all the models using the same configuration mechanism.
